WILLMAR — The performance of Willmar City Administrator Leslie Valiant has come under scrutiny following a recent evaluation by the Willmar City Council. During a closed session held on September 15, 2025, council members highlighted concerns regarding Valiant’s interpersonal skills, granting her a six-month period to improve in this area.

Mayor Doug Reese summarized the council’s findings during a subsequent meeting, stating, “City Administrator Valiant has strong technical skills in her job and applies them well to find solutions to issues facing the city. However, she needs to take steps to improve her interpersonal skills and prioritize completion of agreed-upon performance goals in the next six months.”

This evaluation marks the first time Valiant has received a negative assessment since her appointment as city administrator in 2021. In previous evaluations conducted in February 2022, September 2022, and 2023, Valiant consistently received positive feedback and salary increases. Her current salary stands at $178,588.80, a figure that reflects her prior increases, including a jump from $166,400 to $171,392 after the last annual evaluation.

In response to her assessment, Valiant expressed determination to address the council’s concerns. “Throughout the past year, I have worked diligently toward the goals established by the Council, which include developing a balanced budget, a comprehensive plan, and five- and ten-year capital improvement plans,” she stated in an email. Valiant emphasized her commitment to enhancing her interpersonal skills and fostering positive relationships with staff, council members, and community partners over the coming months.

Valiant’s role as city administrator has been significant, particularly in promoting a vibrant and inclusive community. She articulated her pride in contributing to Willmar’s diverse environment and reiterated her dedication to serving its residents with integrity. “It is a privilege to serve such a dynamic city, and I look forward to continuing to serve the citizens, staff, and Council of Willmar,” she added.

Prior to her current position, Valiant served as the city administrator in Spicer from April 2009, and held previous roles as a finance technician for the city of St. Joseph and as a senior accounts clerk for Litchfield Public Utilities. Her leadership has evolved since her initial evaluations, which noted her capacity to foster a positive organizational culture and implement technological advancements to enhance city operations.

Under the previous leadership of then-mayor Marv Calvin, the council recognized Valiant’s strong leadership skills and her ability to build effective relationships within the organization. The 2023 evaluation reaffirmed her effective communication with the council and her decisive approach to addressing city issues.

Despite the current challenges, Valiant remains committed to achieving the city council’s performance goals. She emphasized the importance of collaboration and accountability in maintaining the trust of both council members and residents. As Willmar navigates future developments, Valiant’s ability to adapt and improve her interpersonal skills will be critical for her ongoing leadership and the city’s progress.
