URGENT UPDATE: A significant surge in homelessness referrals has been confirmed in East Lindsey, with the district council reporting 468 referrals for individuals sleeping rough over the past year. This alarming statistic includes 208 people and marks a rise from 440 referrals for 362 individuals just one year prior.
During a council meeting on October 14, 2024, officials highlighted the growing crisis, underscoring the increasing challenges faced by those experiencing homelessness in the area. Carol Rippin, team leader for the rough sleeping intervention team at the South and East Lincolnshire Councils Partnership, stated, “We have an increasing number of referrals and also face challenges such as the mobility of rough sleepers and vague information safety risks.”
This surge in referrals is occurring amid escalating housing costs and economic pressures, particularly impacting younger individuals. Rippin emphasized the difficulties faced by those under 25 years old, stating, “The cost of living and universal credit limitations make housing unaffordable.”
The council has been active in its response, conducting outreach efforts twice a week to locate and assist individuals in need. Despite these efforts, Rippin revealed that some individuals choose not to engage with available support services. “Some people sleeping rough say they don’t want to be helped, making it impossible to support everyone,” she noted.
In a positive development, the district council reported that 113 individuals were successfully assisted in securing accommodation between March 2024 and April 2025, with the majority finding homes in privately rented or supported housing. Rippin affirmed their commitment to reducing rough sleeping, declaring, “We’re looking at preventing rough sleeping wherever possible.”
The rising trend in homelessness referrals in East Lindsey reflects broader national issues, as officials grapple with the implications of selective landlords and increased housing demands. The need for effective partnerships with local health services, community groups, and other councils is more critical than ever to address the complex needs of this vulnerable population.
