UPDATE: Torridge District Council has just confirmed a significant funding agreement of £895,000 for the Burton at Bideford, a renowned art gallery and museum in North Devon. This five-year commitment was unanimously approved during a community and resources committee meeting on November 17, 2023, increasing annual support from £140,000 to £179,000, addressing rising operational costs and challenges.
The Burton, celebrated as a cultural beacon in the South West, attracted 162,000 visitors last year alone. It stands out as one of only 12 National Portfolio Organisations in the region, joining prestigious venues like The Box in Plymouth and Newlyn Art Gallery in Cornwall. Since its transition to an independent charity in 2016, the gallery has become a vital community hub, hosting over 60 exhibitions and engaging more than 3,700 school children through educational workshops.
Officials emphasized the economic and cultural significance of the gallery. Director Harriet Cooper highlighted that every £1 invested by Torridge generates an impressive £4 in return. She stressed that the council’s annual contribution of £179,000 is the “minimum” required for the gallery to thrive, especially as it faces competition for funding and limited space for exhibitions, with only 30 percent of its collections on display at any time.
The funding boost comes amid challenges in securing grants, with the Burton receiving the lowest Arts Council support among North Devon’s portfolio organizations. Councillors noted that prior to its transformation, the gallery cost the council around £315,000 annually to operate.
Councillor Chris Leather raised concerns regarding the gallery’s operational efficiency, suggesting an entrance fee might be necessary. In contrast, Councillor Lauren Bright passionately argued for maintaining free access, stating, “Families, whether on holiday or from Bideford, need to feel they can walk into the entrance of that building without any barrier.” She underscored the gallery’s role in fostering community engagement and its economic impact.
As part of its development strategy, the Burton plans to enhance community outreach through initiatives like the Burton Art Box and continue its popular programs such as the Great Burton Sewing Bee, which invites families to engage in creative activities.
Looking ahead, there are discussions about a feasibility study for a new building adjacent to the current gallery, aiming to expand its capacity and offerings. The council will review the funding amount after three years, considering inflation and community needs.
