Upon receiving a report of a suspicious vehicle, officers from the New Castle County Police Department were dispatched to the area near the intersection of Astaire Place and Stravinsky Avenue. They discovered a 2024 Kia Forte, which had been reported stolen from another residence in the neighborhood the previous night.

These include one felony count of wearing a disguise during the commission of a felony, one felony count of possession of burglar tools, one felony count of attempted theft of a motor vehicle, and one misdemeanor count of criminal mischief, with damages estimated between $1,000 and $5,000.

Carter was arraigned at Justice of the Peace Court 11 and is currently held at the Howard R. Young Correctional Institution on $4,500 unsecured bail. At this stage, all charges against him are allegations, and he is presumed innocent unless proven guilty in a court of law.
