Retired Chelmsford Police Sergeant Francis P. Kelly passed away peacefully at his home on February 9, 2026, at the age of 79. His family remembers him as a devoted husband to the late Virginia E. ‘Ginnie’ Kelly, who died on what would have been their 44th wedding anniversary, October 26, 2013.
Born in Lowell on November 10, 1946, Kelly was the son of the late George and Madeline (McCarthy) Kelly. He grew up in the Centralville area before moving to the Acre and eventually living with his family at Shaughnessy Terrace. The early loss of his father instilled in him a strong sense of responsibility, which shaped his character throughout his life.
Francis Kelly proudly served in the United States Army during the Vietnam War as part of the 1st Cavalry Division. His bravery and dedication were recognized with the prestigious Bronze Star. Upon returning from military service, he met Ginnie, the love of his life, and they built their family together.
Before joining the Chelmsford Police Department, Kelly started his career as an auto mechanic. He dedicated 32 years to law enforcement, retiring with the rank of Sergeant. During his career, he led the department’s Traffic Bureau and coordinated numerous special events. Known by the nickname “Fireball,” he became a respected motorcycle officer and cultivated strong relationships with both fellow officers and the community.
Outside of his professional life, Kelly fully embraced his passions. He enjoyed fishing, owning a 23-foot boat docked in Newburyport, and lobstering with his sons off the coast of Hampton. His leisure activities included camping and following his favorite NASCAR drivers. In retirement, he discovered woodworking, becoming a skilled craftsman. A devoted baseball fan, he cherished the time spent with his family, especially with his grandchildren.
He is survived by his two sons, Francis P. Kelly, Jr. and his wife, Tracy, of Lowell, and Christopher E. Kelly, also of Lowell. His legacy lives on through his two grandchildren, Francis P. Kelly III and James M. Kelly, as well as numerous nieces, nephews, and close friends. He was also preceded in death by his sister, Madeline Kelly.
The family expresses gratitude to the staff at The Atrium in Chelmsford for their compassionate care and support over the years.
Calling hours for friends and family will be held on February 17, 2026, from 16:00 to 20:00 at the McDonough Funeral Home, located at 14 Highland Street in Lowell. The funeral will begin the following day, February 18, 2026, at 09:00 at the funeral home, followed by a Funeral Mass at 10:00 at St. Margaret of Scotland Parish, 374 Stevens Street, Lowell. Burial will take place at Westlawn II Cemetery.
In memory of Francis P. Kelly, the family invites donations to plant a living memorial or to honor his life with flowers.
