URGENT UPDATE: The future of the Porter County Jail’s essential Chemical Dependency and Addictions (CDA) program has been secured despite a significant funding cut. Officials announced that the jail will lose state grant funding in 2026, but quick action by the Porter County Council has ensured the program’s continuation.
The loss of funding is a result of state budget cutbacks that previously financed NorthShore Health Centers services and the salaries of two critical case managers within the jail. However, Sheriff Jeff Balon confirmed that NorthShore remains dedicated to the program’s mission, working alongside the council to approve necessary funding for the case managers’ salaries.
The CDA program is a 12-week treatment initiative for both men and women, providing vital support through counseling sessions held three days a week. Participants learn essential skills to manage stress, anger, cravings, and triggers, which are crucial for recovery from substance use disorders. Since its inception in 2002, CDA has positively impacted thousands, with nearly 300 participants graduating in 2025 alone.
According to Sheriff Balon, “CDA training is vital for the men and women who are incarcerated at the Porter County Jail. Substance use disorders are often tied to the actions that lead to incarceration.” The program equips individuals with coping skills to decrease the likelihood of relapse and impulsive decision-making.
CDA’s role extends beyond treatment, offering a realistic path for successful reintegration into society. “A person who learns the coping skills to recovery and reenters into the community has a higher success rate for a productive life after incarceration,” Balon stated.
