Illinois Governor JB Pritzker was awarded the prestigious Paul Simon Courage in Public Service Award on September 17, 2025, in recognition of his dedication to advancing equitable and compassionate public policies. The award, presented by Lutheran Social Services of Illinois (LSSI) and Lutherans Unite for Illinois, highlights Pritzker’s efforts in defending vital programs such as Medicaid and social services, which are essential for millions of residents in the state.
A Tribute to Public Service
The Paul Simon Courage in Public Service Award was established in 2004 to honor the late Senator Paul Simon and his lifelong commitment to social justice. At the award ceremony held at Good Shepherd Lutheran Church in Oak Park, Illinois, over 100 attendees, including leaders from various Lutheran organizations and human service nonprofits, gathered to celebrate the governor’s contributions.
Mark Stutrud, President and Chief Executive Officer of LSSI, emphasized the importance of recognizing public leaders who align with their mission to support vulnerable populations. “Gov. Pritzker’s compassion and championing of human services personify the ideals of the Paul Simon Courage in Public Service Award,” Stutrud stated during the presentation.
His remarks come at a time when the recently passed federal budget reconciliation bill poses challenges to Medicaid, a program that nearly a quarter of Illinois residents depend on. In fact, more than 56,000 clients of LSSI rely on Medicaid for essential services.
Impact on Social Services
Stutrud reflected on the significant changes in Illinois’ social safety net since Pritzker’s election. “During the state budget impasse from 2015 to 2017, Illinois’ social safety net was stretched to the breaking point,” he noted. “Following Gov. Pritzker’s election, Illinois was on a different path.” The Illinois State Comptroller’s office reported that the oldest voucher age has drastically decreased to around 18 business days, a significant improvement from the previous 18 months of delays.
Under Pritzker’s administration, direct investments in social services have more than doubled since 2016, addressing a workforce crisis in human services. Stutrud highlighted that increased funding has led to better job conditions in child welfare, behavioral health, and services for individuals with disabilities. “These are not abstract line items,” he remarked, noting the direct impact on the lives of those served by these programs.
In his acceptance speech, Gov. Pritzker expressed gratitude for the award, stating, “Revitalizing our human services infrastructure has been among our highest priorities.” He reaffirmed the administration’s commitment to ensuring that all Illinoisans receive the support they need to lead healthy and fulfilling lives.
During the event, State Representative Lindsey LaPointe from the 19th District was also recognized with the LSSI Legislator of the Year Award for her efforts in enhancing access to behavioral health and social services. Stutrud commended LaPointe for her extensive background in social work and her effective advocacy in state government.
Pritzker praised LaPointe as a true leader within the Illinois General Assembly, acknowledging her remarkable achievements since joining shortly after he took office.
Lutheran Social Services of Illinois has been serving the state since 1867 and is one of the largest nonprofit social service providers in Illinois. The organization offers a wide range of services, including foster care, mental health treatment, and support for individuals impacted by incarceration. LSSI aims to promote dignity, health, and well-being among the over 56,000 individuals it serves annually.
