Howard Lester Mowry, affectionately known as “The Mayor of Gloucester,” passed away on February 23, 2026, at the age of 91. A significant figure in the Gloucester community, Mowry’s life was characterized by his commitment to public service, family, and the great outdoors.
Born in Pennsylvania on December 17, 1934, to the late Lester and Helen Sterrett Mowry, Howard joined the military at a young age. He later worked for the Military Sealift Command, where he played a vital role in coordinating supplies for naval operations. Mowry’s dedication to his community extended beyond his professional life; he was known for his active participation in local governance. He often attended county and school board meetings, providing insightful commentary that inspired others to engage in the democratic process.
Recognized for his contributions, Mowry received the Gloucester County Citizen’s Participation Award on January 19, 2016. This accolade acknowledged his articulate and effective input to the Gloucester County Board of Supervisors over two decades, reinforcing the importance of civic engagement in local decision-making.
Passion for Nature and Family
Howard’s love for the outdoors was evident in his hobbies, which included fishing and hunting. He traveled extensively across the United States, visiting most of the 50 states. His last trip took him to Oregon in September 2025, showcasing his adventurous spirit even in his later years.
Mowry’s family reflects the values he cherished. He is survived by his sons, Howard James “Jim” Mowry (Belinda), David Alan Mowry, and Eric Leslie Mowry, along with three grandchildren and great-grandchildren. His sister, Phyllis Mowry Fosbenner, also survives him. Friends and community members, including Kenny Hogge, S. Jean Pierce, Carlton and Robin Drew, and Emma Osborne, remember him as a central figure in their lives, forming what he referred to as his “village.”
Funeral Arrangements and Tributes
The Mowry family will receive friends at Hogg Funeral Home on Monday, March 2, 2026, from 5:00 to 6:00 PM. A funeral service, officiated by Reverend Kristie Askew, is scheduled for Tuesday, March 3, 2026, at 11:00 AM in the chapel of Hogg Funeral Home. Mowry will receive military honors during his interment at the Albert G. Horton, Jr. Memorial Veterans Cemetery on March 17, 2026, at 11:00 AM.
