The Council of Ministers reaffirmed the critical role of the Eastern Caribbean Telecommunications Authority (ECTEL) in consumer protection during its 49th meeting held on February 27, 2026. The event, hosted at the Royalton Saint Lucia and online via MS Teams, brought together key leaders, including Honourable Konris Maynard, the Chairman of ECTEL’s Council and Minister for Information, Communications & Technology in St. Kitts and Nevis, and Honourable Dickon Mitchell, the Prime Minister and Minister for Information in Grenada.

In his opening remarks, Chairman Maynard highlighted the importance of ECTEL’s work in the regulatory landscape, particularly in response to the rapid advancements in technology such as artificial intelligence. He emphasized the need for ECTEL to adapt to changing markets and technologies to safeguard consumers across its Member States. Maynard stated, “ECTEL is critically placed to ensure we can protect our consumers in our Member States.”

The meeting also marked the introduction of the newest Council member, Honourable Phillip Jackson, Minister for Innovation and Digital Transformation in St. Vincent and the Grenadines. Chairman Maynard expressed his anticipation for collaborative efforts, noting, “The Council looks forward to working with you, and leaning on the experiences and insights you will bring as a new member on the Council.”

In a report following the meeting, ECTEL’s Managing Director, Mr. David A. Cox, noted significant progress, stating, “We managed to achieve quite a lot that was positive for ECTEL. I am pleased to report that the Strategic Plan has now been approved.” This approval allows ECTEL to begin budgetary preparations and implementation of the plan.

Another crucial aspect discussed during the meeting was the results of ECTEL’s Digital Inclusion Survey (DIS). This survey aimed to assess how individuals and households in ECTEL’s Contracting States access and utilize digital technologies. The findings revealed both encouraging advancements and ongoing challenges regarding full participation in the digital economy.

The Council, recognized as the highest decision-making body within the ECTEL framework, is responsible for promoting effective implementation of ECTEL’s Treaty. This includes fostering competition, ensuring accessible pricing, and enhancing service quality for the region’s citizens.

As technological advancements continue to reshape the telecommunications landscape, ECTEL’s efforts to adapt and implement strategic measures will be vital in safeguarding consumer interests throughout the Eastern Caribbean.
