Columbia Area Transit (CAT) is considering a fare increase for its Gorge-to-Mountain Express service, which currently offers round-trip tickets for $5. During a board meeting on October 15, 2023, executive director Amy Schlappi proposed raising prices to $10 for a round trip, or $5 for one-way travel, as the agency faces mounting operational costs and uncertain federal support.

The service, which began as a free pilot program in 2019, has seen consistent growth, with ridership increasing by 10% annually. Schlappi noted that the proposed fare could help sustain the service amid rising expenses. During the meeting, she stated, “If we charge $10 each way, it could pay for the service,” although she clarified that a $20 round-trip ticket is not currently on the table.

A public hearing held during the meeting did not yield any feedback from attendees. A second opportunity for public input is scheduled for November 19, 2023, when the board is expected to vote on the fare increase.

Operational Costs and Comparisons

Several factors are contributing to the proposed fare increase. Operating costs for the service are rising, and improvements to internet connectivity at the ski locations have prompted a shift towards one-way ticket sales, which could simplify the purchasing process. Board members raised questions regarding the impact on Gorge Pass holders, who pay $40 annually for unlimited rides on CAT and partner services. Schlappi confirmed that these holders could continue to use the mountain service without additional fees, although this may be reconsidered in the future.

Board members sought to understand how the proposed prices compared to the costs of driving to the ski areas. Schlappi provided insights, indicating that the fuel cost for a round trip, assuming a vehicle fuel efficiency of 18 miles per gallon, would amount to approximately $16.48. This figure could rise to around $50 when factoring in wear and tear on the vehicle. Additionally, parking costs, including a daily Sno-Park permit which ranges from $4 or more, add to the expense of driving.

Comparatively, rides on the Cascades East Transit service from Bend to Mount Bachelor are priced at $7 one way and $12 round trip, with a seasonal bus pass available for $299.

Future Uncertainties

As discussions about the fare increase unfold, the uncertainty of federal support looms large. Due to the ongoing government shutdown, Schlappi has not received updates regarding a grant request aimed at sustaining the service for the upcoming winter and subsequent two years. Despite this, she expressed optimism, stating, “We’re still proceeding as if everything is going okay,” while emphasizing the need for board members to be aware of the potential funding issues.

Board Chair Megan Ramey highlighted the importance of maintaining affordable ski bus services to encourage youth to use public transit. She noted that the Gorge-to-Mountain Express has played a significant role in fostering independence among young people and reassuring parents about transit safety.

As CAT moves forward with the proposal, the outcome of the upcoming public hearings and board vote will shape the future of the Gorge-to-Mountain Express service and its accessibility to the community.
