Carrollton has successfully retained its prestigious Class 1 Public Protection Classification (PPC) rating, solidifying its position among the top 1 percent of communities assessed by the Insurance Services Office Inc. (ISO). This designation not only underscores the city’s commitment to public safety but also has the potential to lower insurance rates for residents, as indicated by the City of Carrollton.
The ISO classifies communities based on their fire protection capabilities and risk reduction programs, with evaluations occurring every five to ten years. According to ISO statistics, communities with higher ratings typically experience reduced loss of life and property damage during fires. In Carrollton’s case, fire suppression capabilities contribute to half of the PPC grade, while the remaining evaluation considers the water supply system and emergency communications.
With the continued Class 1 rating becoming effective on December 1, 2025, residents can expect to see the financial benefits reflected in their personal and commercial property insurance rates. This achievement was celebrated during a City Council meeting on December 2, where Mayor Steve Babick and Fire Rescue Chief Michael Thomson received plaques from the ISO and the State Fire Marshal’s Office.
“I want to thank our staff,” Mayor Babick stated in remarks documented by the City of Carrollton. “This is a big team effort and represents a lot of hard work by a lot of people and continues Council’s vision for Carrollton to be the community that families and businesses want to call home.”
Carrollton’s progress has been remarkable; in 2016, the city upgraded from a Class 3 to a Class 1 rating. This significant improvement is attributed to advancements in the Carrollton Fire Rescue, the North Texas Emergency Communications Center (NTECC), and Public Works-Water Utilities. Through ongoing investments in infrastructure and public safety, Carrollton has maintained its elite status, being one of only 506 communities nationwide and 102 in Texas to achieve this distinguished ranking.
The ISO evaluations cover over 49,000 communities across the United States, highlighting the exclusivity and importance of Carrollton’s designation. The city’s commitment to maintaining high standards in public safety not only enhances community well-being but also fosters a sense of security among residents. As Carrollton continues to prioritize safety, the potential for reduced insurance costs stands as a testament to the city’s effective public safety measures.
